Button Mouse Hover event is by design and optimization reasons, not implemented in Visual WebGui.

If you need and want this event implemented, you will have to build a Custom Control or a Custom Theme, where you will add your implementation for this event(s). For more information on Custom Controls see here and on Themes see here.
