I opened a new issue for the TrackBar problem you reported. I could reproduce it on 6.2.4 as well as 6.3.7. You can track the issue here.

Regarding which version of VWG you can use with your Visual Studio 2008 Express, then only options 1 and 2 are available to you, unless you have Visual Studio Standard or above. Option 1 has no designer, but option 2 has. To "Activate" the designer, you might have to right click on the project and select "Enable Visual WebGui".
