The flash version is implemented in Visual WebGui mainly for two reasons:
1. The Flash version has a ProgressBar that monitors the download progress.
2. The Flash version allows users to specify an extension filter. This means that you could specify the types of files you want visible in the file selection window that the user sees.

These two functions are not avaiable in the simple DHTML OpenFileDialog.
