There is a lot more to it than just getting rid of the dialog, as the whole implementation of the control responding to clicks to it's menu was not implemented in 6.3.14. As it is currently (not) implemented in 6.3.14, getting rid of the dialog is a very trivial thing to do, but then the control would do absolutely nothing.
This is why it was moved to version 6.4, as there it fitted in with very minimal changes, as the infrastructure missing from 6.3.14 was already there.
As always, you do have the opton of reprioritizing the issue, if you wish to do so. In that case it would be evaluated how much time it would take to implement in 6.3.14, if at all possible, and you would then be required to buy that many hours of service etc. etc.
